世界精神卫生日 呼吁关注心理健康

10月10日是世界心理卫生日(World Mental Health Day,又译为世界精神卫生日)。Sunday, October tenth, is World Mental Health Day.

The World Health Organization says more than four hundred fifty million people suffer from poor mental health. The most common disorders are depression and schizophrenia. Mental health experts also include other disorders like drug and alcohol abuse that affect millions of people.世界卫生组织(World Health Organization)称,超过4亿5000万的人口患有轻微心理健康疾病,最常见的是抑郁症和精神分裂症。心理健康专家还将其他一些疾病列入这个范畴,例如影响数百万人的药物和酒精的滥用。

Elena Berger is with the World Federation for Mental Health. That organization, based in the United States, held the first World Mental Health Day in nineteen ninety-two.艾伦娜·伯杰(Elena Berger)是世界心理卫生联盟(World Federation for Mental Health)的成员。1992年,这家总部位于美国的组织举办了第一届世界心理卫生日的活动。

Mrs. Berger says mental health problems are most severe in poor countries that lack the resources to deal with them.伯杰称,心理健康问题在贫穷国家是最为严重的,这些地区缺乏解决心理健康问题的资源。

ELENA BERGER: "It's an enormous issue. The World Health Organization is highlighting mental health as a neglected issue. In developing countries, a huge number of people, up to eighty-five percent, don't have access to any form of mental health treatment. There are huge staffing needs. There are no services. And there's a lot of stigma in a lot of societies about being mentally ill."伯杰:“这是个巨大的问题,世卫组织将心理健康列为一个被忽视的问题。在发展中国家,高达85%的人没有接受任何形式心理健康治疗的途径,这类地区不存在该类治疗服务,有着巨大的人员需求。而且,许多患心理疾病的群体都遭受严重的歧视。”

Experts say about half of all mental health problems first appear before the age of fifteen.The countries with the highest percentages of young people are in the developing world. That means they are also the countries with the poorest levels of mental health resources.专家称,大约有一半的心理健康问题在15岁之前就会首次暴露。发展中国家是年轻人所占比例最高的国家,这也意味着,这些国家也是心理健康治疗资源最匮乏的国家。

The WHO says many low- and middle-income countries have only one child psychiatrist for every one to four million people.世卫组织称,许多中低收入国家每100万到400万的人口中只有一个儿童心理医生。

Worldwide, depression is the leading mental health problem, and a leading cause of disability. In two thousand two, the World Health Organization estimated that more than one hundred fifty-four million people suffered from depression.全球范围内,抑郁是心理健康头号问题,也是导致功能障碍的主要因素。世卫组织估计,2002年超过1亿5400多万的人患有抑郁症。

But Elena Berger from the mental health federation says other kinds of diseases often get more attention.但是,心理卫生联盟的伯杰称,其他方面的疾病经常得到更多的重视。

ELENA BERGER: "People are more focused on communicable diseases and not paying enough attention to the amount of disability there is from mental health conditions. And these are real disabilities where people are not able to work to their full capacity, can't earn an income. And there's a big impact on families as well."伯杰:“人们对于传染性疾病关注的更多,而没有注意源自心理健康疾病的各类功能障碍。人们无法全身心投入工作赚取收入就是一种功能障碍。它还会对家庭成员产生很大的影响。”

Mrs. Berger says her organization and the WHO are pushing to have governments include mental health care in their development goals. She says this could greatly improve the availability of treatment and services worldwide.伯杰称,她所在的组织和世卫组织正在督促各国政府把心理健康医疗列入他们的发展目标之中,这将会极大改善全球心理健康治疗和服务的可用性。

ELENA BERGER: "People with mental and psychosocial disabilities would be recognized as vulnerable groups that need special support, and who need to be included in society, and not excluded and ignored as is often the case at the present time."伯杰:“在目前情况下,患有精神和心理障碍的人们应该被视为一个需要特别支持的弱势群体,他们需要社会的接纳,而不是像目前一样被排除和忽略。”(来源:美国之声)
